The ABC Board's decision to upgrade their video surveillance (CCTV) systems from analog to digital was made by Jim Arrington, the Director of Security and Internal Affairs, in early 2004. In his pursuit for a system that would leverage their existing cameras and meet all of his unique recording and archiving needs, he went out to bid using common specifications for digital video recorders (DVRs) that he found doing basic research on the Internet.
